Emily Duncan 1914

Emily Cecilia Duncan served as a Guardian of the West Ham Union for 21 years and as Chairman of the West Ham Board of Guardians in 1913-14. She was appointed as the first woman magistrate in the United Kingdom on 26th May 1913.
